What is a Central Household Registry and why is it important?

A central household registry is a register created by the registration office to record individuals whose names are not in regular household registration due to various reasons, such as:

• The head of the household notifying the relocation of individuals whose names are on their household registration but who no longer exist.
• The head of the household purchasing a house from someone else and removing any remaining names from the registration.
• Thai citizens who have resided abroad for a long time and no longer own a home in Thailand.

Therefore, these individuals become "missing persons" who may not be included in regular household registration. The registration office must then place their names in the central household registry.

Understanding the meaning of a central household registry and its importance, there are also legal rights associated with its registration. These include the right to request certified copies of records for reference or to exercise various rights, as well as the right to vote, a fundamental right for all Thai citizens.

Removing from the Central Household Registry

Now that you understand the meaning of a central household registry and the limitations on your rights if your name is on it, many people will likely want to remove their name from the central registry.

If you have previously had your name in a regular household registration... However, if your name suddenly disappears from the household registration list, it's possible you've been moved to a central registry. Initially, you can check where your name is located at the district or local registration office in every province.

If you find your name in the central registry, you can proceed to move out to protect your rights.

The person whose name is in the central registry must personally submit a request to move out. If the person in the central registry is a minor, their father, mother, or legal guardian can notify the relocation on their behalf.

What documents/evidence are needed to move a name out of the central registry?

1. National ID card (of the person notifying) / 1 original copy
2. National ID card (of the person moving, whose name is in the central registry) / 1 original copy
3. National ID card of the authorized person (along with a letter of authorization, if applicable) / 1 original copy
4. National ID card of the head of household (Agreement to move to the house registration, Form Tor.R. 14) / 1 original copy
5. House registration certificate, Tor.R. 14 / 1 original copy

If you live abroad for a long time, your name may be moved to a central house registration.

For those who have lived abroad for a long time and no longer have a home in Thailand, it is possible that your name may be moved to a central house registration. To maintain your political rights and the right to apply for a passport, you can move your name out of the central house registration in two ways:

1. Do it yourself in Thailand.

In case your passport has expired, the embassy will issue a temporary passport to travel back to Thailand to proceed with moving your name from the central house registration to a regular house registration (Tor.R. 14).

2. Authorize another person to submit the request on your behalf.

For Thai citizens abroad whose names are in the central house registration, they can request to move their name out of the central house registration to a temporary house registration by authorizing another person to submit the request on their behalf. Moving to a temporary house registration will help Thai citizens abroad who have been moved to the central house registration to exercise their rights, especially political rights. The right to apply for a passport without having to register in a regular household registration (Tor.R.14), which must be done in person in Thailand.

Procedure for Transferring Your Name to a Temporary Household Registration

The process for transferring your name to a temporary household registration is as follows:

1. Submit an application to the embassy to certify your signature on the “Power of Attorney (for removing your name from the central registry)”.
2. Send the certified document to your authorized representative in Thailand to process the transfer, requesting that your name be moved to the “Temporary Household Registration (Overseas)”.

However, transferring to a temporary household registration must be done at the district or sub-district office in your place of birth.
